Vice Mayor Carmelita “Menchie” Abalos is the first female chief executive of the Tiger City of the Philippines. Even before her political journey as the City Mayor of Mandaluyong,  she was essentially immersed in various public projects and programs involving mission to empower women and children in the city. 

 She heads the largest women’s organization in Mandaluyong known as Kababaihan Kakaiba Ng Mandaluyong (KKM) while driving the force behind the active involvement of the City’s  Girl Scout Movement and one of the founding pillars of the Samahan Ng Mga Inang Ulila Sa Anak. 

Vice Mayor Menchie Abalos’ most challenging feat in the service of Mandaleños was when she passionately pursue her commitment as the City’s Nutrition Action Officer to spearhead Mandaluyong’s quest  to address malnutrition problem among children and mothers in the community and to be able to come up with sound programs to achieve a healthy and nutritious population.  

This impressive victory  paved the way for her election as the country’s first President of the Nutrition Action Officers of the Philippines (NAOPA)  to  serve not only the children and women in Mandaluyong,  but  also to render her expertise in  the entire local government units  all over the archipelago. 

Under her brand of exceptional leadership, Vice Mayor Menchie’s intimate, filial, friendly, compassionate and responsive governance earned her the accolades of achieving 3-consecutive Green Banner Award, the Consistent Regional Outstanding Winner in Nutrition (CROWN AWARD) and the highly prestigious NUTRITION HONOR AWARDS  for having steered the city as the best in nutrition and health program implementation all over the Philippines. 

It is truly unprecedented for any local chief executives in the country to achieve a Five-Consecutive Seal of Good Local Governance given by the Department of the Interior and Local Government (DILG) along with her Two-time Presidential Award for the Most Child Friendly City of the Philippines conferred by the Council for the Welfare of Children.  

These and among others,  made her the darling of the private sector and hence,  chosen her  as the recipient of  the PLDT  Bossing Award  and Philippine’s  Wealth Center Award for two consecutive years. 

Vice Mayor Abalos was also the multi-awarded champion of the Selyo ng Kahusayan sa Serbisyo Publiko Level 4 by the Komisyon Ng Wikang Filipino along with the 2021 National Exemplar – People Program of the Year (PPY) Award conferred by the People Management Association of the Philippines (PMAP). 

Along the stretch,  despite the pandemic,  Mandaluyong was recognized as the Regional Winner for the Bayanihan Service Award by the Department of Labor and Employment (DOLE) and the 2020 National Choice of the Press Resilient Award for its efforts in helping displaced workers during the onslaught of the global health crisis. 

Modesty keeping all the trophies and awards under her belt,  the Tiger City’s “INA NG BAYAN” shines brilliantly in her simplest charm.  As a mother  and head of the city,  she wants to bring all her children thrive and succeed in life.  After all, her motherly care is what makes governance nurturing and progressive under the service mantra of  MANDALEÑO  DISIPLINADO:  Gawa at Di Salita !
